"I would not plagiarise another artist" ... you are just a guy that make tattoos... maybe your desing sucks. Or maybe ask for money when you deliver a good design, not before...
Why wouldn't it be ok to copy someone else's design? If it's not meant for commercial purposes and you only plan to use it for yourself, it should be perfectly legal (because we all know people drawing and having tattoos are very concerned about how legal the images are, of course).
"Plagiarize" holy fuck. Yeah, lemme research who the original artist is and ask them if they wanna learn tattooing real quick so they can give me the image I want. Absolutely fucking dumb sentiment. Anyone who is an artist would be proud to have their work tattood on a person.

Tattoo artist is a scammer, even if client cancelled for xyz reason the artist can only hold back a small % as cancellation fee and not 700$ whole. And also if u deposit some 700$ for just getting your skin Inked then you are to blame
So the tatoo artist won't draw plagerised work? What's the point of going to him then, if I want to have a tattoo of a cool skull I found online, the why do I have to make my own or have him make his own version? I'm paying you a lot of money. Just give me my damn cool skull.
