They already got sued. It's a class action lawsuit against the hedges and a bunch of brokers (including the toro) that blocked or limited buying stocks but still allowed to sell open and unrestricted and thereby manipulated the market into falling stock prices. This was initiated by a law firm, so I bet there are chances to succeed because I doubt a law firm would initiate anything if it's not likely to make money
