Switzerland often has fines that are scaled to your annual income. They can even keep your car if you’re speeding.

That's not how laws works, some crimes are not serious enough for the punishment to be jail time, It doesn't matter if you are rich or poor.

commonly, there is always a limit to the number of times fines are levied... Repeat offenses can lead to revocation of licenses if applicable, higher penalties, court proceedings or even jail-time...
