Judjing by a number, it's in Moscow. An imbicil who didn't pay for his access code for near home parking. When I lived in moscovia these quirky faggots drove behind a car that opened barrier, to park their cars for free. Then they wenе to the closest metro station to ride to the city center. They didn't drive straight there because parking is like 5 or more dollars per hour. And you will get evacuated if you hide your license plate.
I was once drunk, walking home from a party at the University,... replanting flowers in gardens drunk xD Then I walked up a statue beside the river where park-benches where situated. My drunk self just wanted them to be in the river, so I dragged one, than because they where chained together, another over to the river onto the small wall beside it, asked my friend to give me a helping hand and gave it a toss... It was glorious for my drunk-self to see them pulled by gravity and fall down with a big splash.... then I saw from the side of my view a blue light,.... I was too drunk to run, so they approached us and asked us what we where doing. I told them "nothing" in the hope of getting away, then he said he saw we where doing something,... then I said I threw a park-bench down into the river... my friend chuckles and sais: "Officer it where 2 accually" XD That old guy gave his young compadre a smirk and tells us "now you will have to follow us"... They took us the the police department
