Shooting at tyres doesnt help at all, even if he would hit a small moving target like the tyres she can still continue driving, its not like she immediately stops. Shooting the driver would be the better measure here, because she is moving a vehicle in an aggressive manner that looks like attempting murder.
Other option is to get into the police car and ram her, make it impossible for her to move
