Actually there is a really good reason to do this; it humanizes the disaster. Most people just see the wind whipping the trees and a big Doppler swirl on the screen. For instance, when Al Roker went down to New Orleans before the events of Hurricane Katrina, the evacuation numbers spiked afterwards, especially among African Americans who were among the least evacuated proportion of the population beforehand. It theorized he saved thousands of lives just by going down there during the beginning of the storm.

I've never understood why the News does this. BBC does it all the time. "We're outside of" wherever (where the people they're talking about are INSIDE said place) Or "let's go live to our reporter in" (name of some place where a war or some shit is currently happening)

Well it's not like they get sent there. They usually want to go themselves. Whatever gets you views I guess.

Hurricanes are big and scary, but they aren't fast. The damage is generally slow to happen. People used to have hurricane parties. If you notice in a lot of reports the isn't really any damage in the background because they are broadcasting from an area where the buildings are well built. Last hurricane I went out and cleaned the windows. Didn't realize how dirty they were and couldn't see all the action. Didn't even have to rinse them. spent a good 20 minutes scrubbing windows in a cat 3. The wind is strong but doesn't really have that tornado type intensity.
