why do people in wheelchais need this type of "bench"? they are always sitting and can roll next to a normal bench.

In normal countries, vast majority of homeless are by choice essentially. It is hard to be homeless if you don:t want to be, because there are so many support programs and options, you have to want to stay on the street.

Homless people don't pay taces and are a nuissance to society so why should society accomodate them ?

You don't want homeless people. If you have homeless people you don't want them on benches. There are shelters People acting as if there was any positive aspect of homeless people on the street

Nop That is Inconvenient design trying to Prevent homes from sleeping there. Basically instead of solving the problem the City invest in hiding it. Most time they try to find reasons to hide the intention, like this but that is the intention.

You are on a wheelchair, you can literally park on left or right of the bench. And besides - it doesn't even work for wheelchairs - the backrest that is still there will make it nearly impossible to properly park, because it will collide with wheelchair's own backrest, which also has handles for pushing. Armrests will, on the other hand, make it very awkward to reach the wheels. This is just an asshole design pretending to be inclusive.
