That is the curse of authoritarian dictatorships. The leader must always be right. Because they make all the decisions. So if it is going wrong, it has to be the fault of the subordinates, since the leader always must be right.

Sounds like ww2 all over again, most nco's and lower rank officers did not dare to take decisions without approval from a commissar, and they would usually talk to the highest members of the party. If you where not able to deflect blame, you could get shot.
