Naah... A leukocyte gets out from a post capillary venule after adhesion facilitated by integrins upregulated by the cell's C5a and LTB4 and blood vessel's cell adhesion molecule (CAM, which is upregulated by IL1 and TNF). Histamine is the main regulator of the increased vascular permeability in the post capillary venule. Once it is out, it is up to chemotaxis to lead it to the battlefield. Judging by the appearance, I say that's a microtubule (the railroad system of cells) and this is a video of protein trafficking process. A defect in protein trafficking can cause medical conditions such as Chediak Higashi syndrome.

How does this thing has the "will" to put a "foot" in front of the other and advance in one direction like this? What chain of chemical makes this look like a walking person? My god this is so weird...
