There are, they are called helicopters. They are not for everyone ($$$), but they exist. Other than that, I don't see it happening. I remember an interview with Elon Must where he talked a bit about flying cars and how it would not work that well, it probably was on the JoeRoganExp Podcast.

There are flying Cars. The problem is that they're too expensive and dangerous to fly/drive. Plus there's the extra rules and laws required for flying.
