I agree, I can think of games in very low resolution that look amazing, like Chrono Trigger, Street Fighter 2 original, Final Fantasy 8, Rayman, that Mickey game for Megadrive, that one looks very beautiful.

Stop associating graphics and polycount to artdirection. Example flight simulator has a tremendous policount but little art direction since is mostly realistic. League of legends has a tremendous art direction and medium policount. Old gen title can be a mix of the above with the hardware limitation of the time. Good and bad is not done by the amount of poligon but only if is is realistic or if the art direction is coherent.

game cant have bad graphics since is something bad or good is a personal opinion, detailed graphics on the other hand

Bad Graphics is a result of a Bad Artstyle or an Arstyle that doesn't age well It doesn't matter how low or high your resolution is if the art style of your game is bad than the graphics is bad

Older games can look good when running on at least 1080p or higher on PC, where as for example XBOX 360 games on One look kinda bad because of the low output resolution

Your statement isn't wrong, it just has low correctness.

I think you're confusing low resolution and low polygon. This is Horizon Zero Dawn on on PC running at a low resolution of 128x72 or 1/10th of 720p. This is what low resolution looks like, Minecraft is low polygon, every shape has very low polygon count, they're practically blocks.

Risk of Rain 2 has fantastic graphics imho
