At my last position, not once did the Managing Director shake my hand (even before corona). The leader of the board of directives (highest individual for the company) once visited us and he shook hands with everyone. There are simply some people, who lack these kind of gestures towards lower ranked employees.

None of my coworkers greet the toilet cleaning lady when she passes by. I find it rude.
