"Ukraine will become a full member of EU programs and initiatives open to both EU and candidate countries. Ukraine, as a candidate country, will have more opportunities to have its voice heard in EU policy-making. By gaining candidate status and moving towards membership, Ukraine will become more attractive to investors. Ukraine will have access to financial assistance for countries preparing to join the EU (Instrument for Pre-Accession Assistance, IPA). Such assistance may be provided through grants, investments or as technical assistance. In addition, by accumulating funds for Ukraine's reconstruction today through a special Solidarity Trust Fund, the EU will treat such investments not as post-war reconstruction of a third country, but as investing in the well-being of a potential future EU member." Candidate status means nothing. Not a thing. Turkey has candidate status for for over 2 decades.

There are multiple states that are only EU candidates and can't fully benefit from EU because they're shitty corrupt government-led countries. Ukraine being marked as one of the top corrupt countries, it'll take decades for it to become a full member. Moldova? Be serious...
