In addition, by accumulating funds for Ukraine's reconstruction today through a special Solidarity Trust Fund, the EU will treat such investments not as post-war reconstruction of a third country, but as investing in the well-being of a potential future EU member."

There are multiple states that are only EU candidates and can't fully benefit from EU because they're shitty corrupt government-led countries. Ukraine being marked as one of the top corrupt countries, it'll take decades for it to become a full member. Moldova? Be serious...
