Volt is not the aspect that cause the current. It is the difference voltage level at two points. In this case, Volt is just how dense of dynamic electron which has been compressed in one point. The magnitude of the current depends on how big the difference between 2 points. However, the current only appears when ohm is totally compromised which means that every material even gases can be electricity conductor if the gap is high enough.
