You know, there is currently no regular line around the world, that has operational speeds beyond 350km/h. Most of those trains going faster are test rides. In Germany the fastest we had during a test was 406kmh/h with the InterCityExperimental (locomotives!). The latest test train (ICE S) is capable of at least 440km/h. It just never was accelerated that fast, because there is no real benefit except a new domestic record.
The Velaro (second generation ICE 3) did even manage to go around 487km/h on a test track in China. It was NOT a special test build but a regular train with standard equipment. That same train type is used all around the world (Germany as 407/408, also known ICE 3, Russia as Sapsan, UK/France es Eurostar320, Spain as Class103, Turkey as HT80000 and China as CRH3) So yes, Germany has trains that go as fast.
Btw: Train cancellations and delays also happen in Japan. Even Shinkansen. Happened to me a few times while working there...

The new 9EUR ticket was created to overload public transit, and the resulting ublic outrage will, assuming the goverment survives, lead to major reform.
