Not every county has a retarded enough population forcing everyone to stay in lockdown. In Adelaide, Aus we can go about our business as per ususal, with minor restrictions in place (social distancing, people per m2 etc). We also have contact tracing which makes it easier to track where positive cases have been so the correct people can be informed to self isolate. We also get tested whenever we develop symptoms no matter how mild. Most of the time we have 0 cases.
