While running, if you charge it, it'll just reduce power output to the wheel.. There's already something called regen braking which charges the batteries on braking

Actually a lot of elecfric vehicles use the friction in the brakes to charge and if you are on the highway it charges the battery as well.

2 things: 1 The wheel needs more power to turn because its attached to the generator 2 you're recharging your own battery with your own battery, you're going to have losses everywhere so no, again, free energy doesn't exist.
