This kanji has many meanings. But yes, one of them is "noisy". I'm living in Japan for 5 years now and never heard this word used outside of this saying though. Normally when you want to say "noisy" it's "urusai" (煩い), "sawagashii" (騒がしい), or "koe ga ookii" (声が大きい - lit. "a big voice").
