this is not new at all, these things exists since decades , just try avoiding public/outside atms in tourist zone or zones with alot of people or in cities known for its high crime/fraud rate

This has been a scam for decades. Since I was 12 years old when my parents opened my bank account for me. They taught me one simple thing; only withdraw money from a teller.

They have QR-code providing ATM's here now, so you can just scan with your banking app instead of a bank card. Cash in general (and even card) is on its return here though.
