So…..what’s the issue here? Seems like the officers are given an absurd amount of discretion as to what they feel may be a public danger and can basically ignore the policy if they wish.

If they're running away from a simple contact, especially in Chicago, it's most likely because they have drugs, illegal guns, and/or warrants for previous crimes. But sure, just let them run away and commit more crimes, nothing bad will happen.
