In humans It's not usually the intelligence diffrence between being able to open a door or not. Iq 20 vs 120. The issues at hand between people of diffrent culture, areas etc. are what opportunities they have to learn diffrent skills and common knowledge. Their view of the world and their place in it. A person that grew up in a small shack in a third world country for example are not less smart then someone that grew up in New York the diffrence is what kind of knowledge they each possese. You can have an extremly high IQ but if you did not have the opportunities to nuture that IQ you wont amount to anything special.
