This man had been complaining about the unsafe living conditions in this building for a while. So he set it on fire to bring attention to the matter.

He set it on fire because it was a house where druggies were shooting up/using. It was making the neighborhood unsafe, and the police weren't doing anything about it.

I like how he looks at the fire like a parent looks at their child. "I raised this boy" *nods*
