I never was there, but if it is like any other place - which is probably how it is - i assume that its the geopolitics. The region was fought over with huge cultural and political shifts too many times recently. Take Switzerland and Scandinavian countries which have low corruption, relatively high social and cultural cohesion and people respect each other. When they were conquered last time for a time long enough to noticably shift culture and demographics. In Balkans it happened, what, 10 times in recent 500 years? Every third generation on average got disconnected from previous default.

It's the people and the governments and geopolitics... Prolonged instability for centuries now has defined the general consensus among the majority of people, that instability is the norm. As a society, you cannot achieve anything nowhere if you are constantly struggling in civil wars, against totalitarians/dictators, versus neighbouring nations, etc. Balkans are a good example of applied, modern-day, pax Romana.

I once accidentally started a new Balkan war in the comments of a post about WW1 by simply saying that the Serbs had it rough in 1915 when they were invaded on multiple fronts.
