Easy. The guard was always a playable faction and the traitor guard was never meant to be one

The traitor Army regiments during the Heresy were mostly indistinguishable from loyal ones, just add a few chaos stars and you're good to go.

I guess because you can always easily convert your own guard to a renegade force using the same rules. It might not be what everyone wants though.

This coud just be a prototype modelsl for an actual army. If i recall, they removed them from FW Imperial armour, which coud mean, that we are getting them in 9th edition...

*One half of the imperial army that mostly deserted or was used as garison forces that were wiped out by the loyalists during the long war. There sure were many who fled towards the eye but their human nature either mutated or simply killed them on the demon worlds with their few vile offspring becoming the citicens of chaos used as slave workers and sacrifices for their marine overlords so all their combat experience and wargear was very much lost. The traitor legions themselves are known to see humans as little more than cattle serving only as fuel for their demonic warmachine and nothing else so it's unlikely that they would raise and supply large formations to fight for them. There may be many independent forces such as mercenaries, pirates and rogue regiments with ties to the dark gods but the traitor guard as a whole doesn't really exist anymore
