Then what is it? I'm commenting on a technicality in the grammar. He's technically just declaring what his new year's resolution is not ("X is not Y", X being subject, Y being object. (Subject and object is what they're called in my country, can't say if the terms are named differently in english)). The proper grammar is "My new year's resolution is to not keep my new year's resolution". Here, the "not" gets included in the "Y" part, letting him declare what his resolution is, instead of declaring what his resolution is not
