I don´t know exactly, but maybe there is a policy like at booking.com that you are not allowed to sell the same product at a lower price that you are selling it at Steam, exept for special offers. Steam reaches a far bigger audiance like the small platforms, therefore most small developers accept the terms for beeing on it.

No distributor will do business with a producer if they do not use suggested retail price by manufacturer. Distributor uses price discounts to sell at retail, manufacturer sells at retail and gets distributor's cut.
You can, however play with in-store discounts to sell high inventory items

Why should it be cheaper because they are selling the game themselves? Would you rather not pay full price to buy the game from the very company that made it as opposed to a 3rd party seller like steam? Support the dev team as honestly as possible?
Of course I'd assume for sake of argument this would be a company/project you wanted to invest money into
