Detroit?

Guess: This is public housing. The house on the left is a wreck in 2009. The rest were new houses built with public money. New and spiffy and then turned over to people ill equipped to maintain them. Ten years to abandon them and be left to rot. Neighborhoods don't decay because the buildings get old.
